Is there a difference between a Voluntary and a Self-Employed member?
Yes, there is.
There are several differences.

VOLUNTARY MEMBER

. Member who was Previously Employed or formerly an OFW, and now Unemployed, or now has own source of income.

. Member was properly reported by his employers to SSS. His contributions as Employee were remitted to SSS by his former employers.

. If member started his SSS membership as OFW, he registered using OW-1 form, and sent this form from abroad, or presented his OEC or proof of being OFW when he filed his OW-1 form at an SSS branch.

. Member has a Date of Coverage.

. He has paid contributions as Voluntary.  Once a member pays his contributions as Voluntary, his contributions will be posted as Voluntary payments, and his Member Category automatically changes from Employed to Voluntary, or from OFW to Voluntary.


SELF-EMPLOYED MEMBER

 . Usually, this member was not yet employed or was never employed when he first registered with SSS. He first registered with SSS using the RS1 form, together with proof of his source of income as Self-Employed. His RS1 form was approved and stamped by SSS.

.  He is earning income from his business, like buy-and-sell, sari-sari store, beauty shop, direct marketing, or online selling.

.  Some are professionals who are not employed by companies or other people. They earn their own income. Examples are independent accountants, dentists, tutors, or therapists who are paid directly by their customers.

. He has a Date of Coverage. He was given a Date of Coverage after his RS1 application was approved and his first monthly contributions were posted.

. His SSS contributions were posted as Self-Employed contributions.

CAN I START WITH SSS as VOLUNTARY member IMMEDIATELY?
So I don't have to present proof of source of income?

No.
If you are not Employed, but you are earning money from your own business,  profession, occupation, register first as Self-Employed using the RS1 form.
Present this RS1 form, your ID and proof of source of income to the SSS officer and have it approved and stamped or signed. After approval, you can pay your first contribution using the RS5 form.

Can I Be an SSS member even if I have no job, no business, no occupation, and no source of income?  I'm being supported financially by my parents.

Sori, no.
SSS membership is only for people who earn their own money.

The only exception is the wife or husband of an active SSS member.  The Non-Working Spouse category is allowed because the wife or husband is also working as manager of the household. The form used for Non-Working Spouse registration is the NW1 form.

    - I applied for sss before during my pre employment, pero since di po ako natuloy talaga magwork, di ndin ako nakapaghulog man lang. Can I change my status as a voluntary member? If so, what will be the requirements needed.

    - I am now married, and I want to apply for a UMID and use my married name, what's the procedure and how long will I wait to have my ID?

    ANSWER:
    Hi lona, I read again the announcement, and yes, I could be mistaken. You might still be required to present one of the valid IDs listed on their website. The announcement says that DFA will accept the new postal ID as "one of the supporting documents," so that might mean the new postal ID is not one of the valid IDs. Let's wait for further announcements, or you can ask around.

  4. Hi myusikwin, you need to apply as self-employed. Use RS1 form and present it with your ID and proof of source of income. Another option is to apply as non-working spouse if your husband is an Employed SSS member. Use NW-1 form.
    To change your surname and civil status, file E4 form together with your ID and marriage certificate (xerox and orig).
    You first need to have a Date of Coverage before you can apply for your UMID. SSS will give you a Date of Coverage after you have registered correctly as self-employed or as non-working spouse and after your first monthly contributions have been posted.

  11. Ask ko lang po, if previously I am under the status of voluntary and need to change as an OFW since I am working abroad, pwede po bang tick ko lang ung under OFW during payment of contribution sa form.

      ANSWER:
      Yes, you can check OFW. But if you were not an Employed member before becoming an OFW, you need to file an OW-1 form, so your registration with SSS will be valid. Download the form, fill it up, scan it, and then email it to ofw.relations@sss.gov.ph

  12. hi. my question is, can i change my sss membership from self-employed to voluntary? because i am paying sss as voluntary but my record in sss shows that i am in self-employed. is there a way or a form that i can fill up and submit to them? thanks.

    1. About change of member type from self-employed to voluntary September 3, 2015
      If you registered as self-employed, your type will be self-employed. SSS will change your membership type to voluntary after you stop paying for some time, and then you start paying again. Benefit computation for self-employed, voluntary and other types are the same. What's important is that you have a Date of Coverage in your member records.

    Hi Kathie Kat, it is you that should be the SSS member. The maternity benefit is only for female SSS members.

    Ano bang gusto mo? Gusto mong maging paying member of SSS? Employed SSS member ba ang asawa mo? Sabi mo hindi pa kayo kasal. Kung kasal sana kayo, puede kang mag-register with SSS as Non-Working Wife. Or mag-start ka ng pagkakakitaan para meron kang source of income at para maka-register ka as self-employed with SSS.

    1. Hi leslie, maka-avail ka basta meron kang at least 1 contribution within the past 6 months. Yong affidavit of income, ipa-print mo or ipa-type mo then pa-notarize mo. Sabihin ko lang na itong educational loan program ay wala pang bagong pondo, at mahaba ang waiting list ng applicants. So huwag masyadong umasa na ma-process agad, o magkaroon agad ng tseke. I'm just telling this so you can find other options.

  24. Magcchange po ako employed to voluntary member, hindi na po kasi ako nagwowork ngayon since July2015. Kailangan ko pa po bang magdeclare ng source of income or hindi na po? Pano po pag wala akong proof source of income na maippresent pag hiningan ako. Magkakaproblema po ba ako non sa record ko and payment ko?

    1. Hi Pam Paule: I hope you came back to read my reply. Sorry I missed your question.
      Yes, you can continue paying SSS as Voluntary, kasi na-report ka na naman na Employed member dati. Wala nang form to fill-up to change to Voluntary. After posting ng Voluntary payment mo, automatically mag-change yong member status mo to Voluntary.
      Now para ma-sure lang na remitted yong contributions mo noon as employed at meron ka nang Date of Coverage, sa SSS branch ka na magbayad para ma-check mo na rin yong contributions mo kung na-remit -- just fill up verification slip.

  25. Hi, may SSS number na rin ako. but never pa akong nagbayad ng contribution, dahil hindi naman sya required sa work. Now, paano ko po babayaran ang first contribution nito? Thanks!

    1. New SSS member: Do you mean hindi kayo binabawasan ng employer nio ng SSS contributions? Maliit ba na business ito at nagsisimula pa lang?
      Hindi kasi puedeng magbayad agad sa SSS na hindi ka na-report ng employer mo to SSS. At dapat employer ang mag-remit ng contributions sa SSS.
      Kung gusto mong self-employed, mag-file ka sa SSS ng Personal Record form. Write your source of income and monthly earnings. Mag-submit ka rin ng proof of your source of income, like receipts of sales commission, buy-and-sell income, etc.
