How to Be a Self-Employed SSS Member

By KD

 QUESTION:
I already have my SSS number, but I am not yet employed. Can I start paying my contributions now?

ANSWER:

No. You should not. Your contributions will be accepted by the cashier, but it will be put on hold by the SSS system.

What do you need to do? Apply to be a SELF-EMPLOYED SSS MEMBER. Show to SSS that you are earning at least 1,000 pesos every month from a legitimate source of income.

Steps to Do:

1. Fill out this SSS form -- RS1 - SELF-EMPLOYED DATA RECORD
2. Submit this form and your proofs of source of income to the SSS branch nearest your place of business or residence. Bring your IDs and xerox copies of your IDs.
3. Answer questions about your source of income: questions about what you do, how much you earn, etc
4.  Receive a copy of your RS1 form, approved and stamped by SSS.
5. You can now start paying your contributions as an SSS SELF-EMPLOYED MEMBER. Use the RS5 form.

Note: For RS1 approval, you must appear in person. Usually, the SSS officers do not entertain representatives for RS1 applications.

What can you use as Proofs of Source of Income?
At least one of the following: (Original and Xerox copy)

1.  Business permit
2.  DTI registration
3.  PRC license
4.  Affidavit of Source of Income
5.  Receipts of commissions from sales
6.  Barangay Certification of Source of Income
7.  Vehicle registration and franchise papers, if you are an operator of a public utility vehicle
8.  Receipts of payments for online work (examples: Western Union or Xoom receipts)
9.  Printout of web page showing payments for online work (examples: Paypal or Odesk)

10. Other Proofs of Source of Income

.  The SSS officer may ask for some more proofs of income if you fail to answer questions about your source of income satisfactorily.
.  In some cases, an SSS officer will visit your sari-sari store, your place of business,
or the small business you wrote in your RS1 form or affidavit.

  1. Question from sweetangel23 February 25, 2015
Hi po. I went to the nearest SSS branch in our area. I wanted to apply for UMID ID but I was told I had unauthorized payments so they gave me RS-1 and told me to xerox my Valid ID and my post RS-5 payments. I was never employed and I don't have work even now. Sometimes I sell perfumes but there are no receipts. I started paying 2012 as self- employed up to early 2013 but I was confused so I changed to voluntary late 2013 up to 2014. I gave my PRC License and xeroxed my post RS-5 Payments to the SSS officer. After checking, they gave me an affidavit of source of income form with late registration of self employed. They had me notarized it and submit. After checking, they stamped received my RS-1 and told me to go back after 1 month for the ID. If they stamp Received and say come back after 1 month, does it mean my registration as self-employed has been approved? How about my first contributions as self-employed and voluntary? Will they become valid? Thanks po.
    ANSWER:
Hi sweetangel23, based on your story, the SSS officers you encountered are good, compared to the others, based on comments here. It's my first time to come to know that they're considering late registration. What you do now is to wait, since you've already done something to remedy your membership situation. Go back after a month, as they've told you, and check if your RS-1 registration is already finally approved by those finally approving applications.
If you find that you were given a Date of Coverage, then that means your registration has become valid and it means you can already apply for your SSS ID. All contributions paid before your Date of Coverage are invalid. If there are invalid contributions, write to SSS and request to refund those invalid contributions. List these contributions (payment dates, amounts, applicable months, OR nos.) and attach copies of RS5 or payment receipts.
    Where is your SSS branch?

  3. Question from melbrenn 30 March 8, 2015
hi po. I have E1. But I never paid. Now I'm 2 months pregnant. I want to qualify for maternity benefit. Can I be eligible if I pay now? thank you
    ANSWER:
Hi melbrenn 30, if you give birth in September, you still have time until March 31 to pay Jan to Mar 2015. If you give birth in October, you have time to pay for Jan to June 2015. But before you pay, you need to register as self-employed using SSS RS1 form, proof of source of income like sales commission receipt or barangay certificate of your source of income and your ID.

  4. Question from Elsa Tolayba March 10, 2015
Hi Kaydee, Can my husband inquire at SSS on my behalf? I have an unpaid loan, and it's been a long time ago. I want to settle it because I don't want it to reduce or wipe out my pension later. Can my husband fix it? thank you.-Elsa
    ANSWER:
Hi Elsa, yes, your husband can fix it on your behalf. He must bring his ID, your ID or a copy of your ID and an authorization letter. He can pay your SSS even without authorization, but if he needs to ask the loan balance, he needs your authorization.
You can also register online so you can track your SSS records online. Register at non-peak hours, like midnight or dawn hours here in the Phils.

  15. Question from grace saladaga June 8, 2015
Hi poh I'm a saleslady at a sari-sari store. I have my sss number. I wish to be self employed. What are the requirements to submit so they'll believe I'm a sari- sari store saleslady.
    ANSWER:
Hi grace, you are receiving salaries from your employer, so your category is Employed, and you need to be reported to SSS by your employer. If your employer is kind, maybe you can respectfully ask her to help you be a paying member of SSS. Tell her that you can pay the whole contribution, and she does not need to pay (although they should, but of course, you do not insist as she might get mad at you).
Another option is to be an independent salesperson, like Avon or Natasha. Present sales receipts or commission receipts to prove your source of income. Register with your IDs. Fill up SSS RS1 form.

    1. About getting a second SSS no. and getting an SSS ID:
No, do not get a second SSS no. It will give you problems later on. What you do is to go to SSS with your ID, birth cert, marriage cert and children's birth cert (orig and xerox). Fill up a verification slip (write verify SSS number). After knowing your SSS no., fill up E4 (Member's Change of Data). Look for change in surname or change in name and addition of beneficiaries.
To apply for ID, you need to contribute first to get your Date of Coverage. If you are not employed, this is how to register as self-employed.

  38. ge ge: About paying as Voluntary while employed
I had SSS in my previous job. Can I continue paying my contributions to SSS? I'm employed but we don't have SSS. How much will be my contribution? Thanks
    ANSWER:
Yes, you can continue paying as Voluntary while waiting for your employer to register with SSS. But it's better if you first go to the nearest SSS and verify your contributions, so you will know if your previous employer remitted your contributions and make sure you have a Date of Coverage. After verification, you can continue paying. As Voluntary, you can choose how much to pay. You're supposed to base your contribution on your monthly salary, but you can choose. Here is a table of SSS contributions.

    1. Self-employed construction contractor: I'm glad that you're looking for what's good for your father. Your father can show receipt of payments from his boss. It should not be a payslip. Dapat resibo. If SSS learns he's employed, SSS will instruct your father to ask his employer to register his employees with SSS. SSS might also visit the company.
It's easier also if your father works for different projects -- this means he really works on contracts, kahit verbal lang or written.
When asked by the SSS officer, he should say that he is a contractor, or working on contracts from project to project, and not an employee of a construction company. Kasi companies are mandated to register with SSS, Pag-ibig and Philhealth.
I'll get back here if I see the SSS poster for construction workers.

  44. Hi, hope the blog is still active.
Anyways... My mom, turning 58 y/o this year, works as an independent bag sewer. She didn't worked under an employer. She also doesn't have any legal papers regarding her job because she only works at home. The only documents she has with her are Marriage Contract, Voter's ID and Postal ID. I'm also planning to get a Brgy. Certificate of Source of Income for her, as per your blog. Are those enough?
    Please advise. Thanks and Godspeed.

    1. Hi febs: kung wala kang ma-present na proof of self-employment or source of income at kung Employed SSS member ang husband mo, mag-register ka as non-working wife. Bale ang monthly salary credit mo ay one-half ng latest monthly salary credit ng husband mo. Ito yong SSS form for non-working spouse registration. Kumuha ka na lang ng ganitong form sa SSS, baka merong updated. Naka-maintenance mode kasi yong SSS website at this moment, so hindi ko ma-check if there's a new NW-1 form.
